Philippines Civil Service Exam (CSE-PPT)
The Philippines Civil Service Exam (CSE-PPT): the 14 March 2027 sitting, filing from 2 November 2026, the 80.00 passing grade, pass rates and a free English reviewer.
The Career Service Examination, Pen and Paper Test (CSE-PPT) is the Civil Service Commission (CSC) exam that gives you civil service eligibility, which career posts across Philippine government ask for. It has two levels: Professional (second-level eligibility) and Subprofessional (first-level, mainly clerical posts). The next sitting is Sunday 14 March 2027. Per the CSC 2027 calendar (Examination Announcement No. 05, s. 2026), filing opens on 2 November 2026 and stays open only until the 350,000 slots are filled, so the date that matters is the day you file, not a closing date. Results are targeted for 11 May 2027. You need a general rating of 80.00 to pass (per the 2026 announcement; confirm in the March 2027 announcement), and only 14.41 per cent passed in August 2026. The thing most examinees get wrong: they treat the English part as general knowledge. It is a written test of vocabulary, grammar and correct usage, paragraph organisation and reading, and every one of those can be drilled item by item.

What the exam is and who takes it
The CSE-PPT is the Civil Service Commission's own written exam, held on paper at testing centres across the country. Passing it gives you civil service eligibility. Eligibility is a qualification, not a job: you still apply to an agency or a local government unit, meet that post's own education, experience and training rules, and go through its selection. What eligibility does is let you be appointed to a permanent career post at the level you passed.
The two levels, with the figures from the 2026 announcement as reported by Philippine reviewer sites (we could not open the CSC copy this week; confirm everything in the March 2027 announcement):
| Professional | Subprofessional | |
|---|---|---|
| Eligibility | Second level: first-level (clerical) and second-level (technical, executive and managerial) career posts | First level: clerical and other first-level posts |
| Items and time (2026) | 170 items in 3 hours 10 minutes | 165 items in 2 hours 40 minutes |
| Parts (2026) | Verbal (English and Filipino), numerical, analytical, general information | Verbal (English and Filipino), numerical, clerical, general information |
| Passing grade (2026) | General rating of 80.00 | General rating of 80.00 |
The same reports give the entry rules: a Filipino citizen, at least 18 years old on the day you file, of good moral character, with no disqualifying conviction or dismissal from government service, and not already a passer of the same level. There is no education requirement. General information covers the Philippine Constitution, the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713), peace and human rights, and environmental management.
Who takes it: fresh graduates who want a government career; contract-of-service and job-order workers already in a municipal hall or a national agency who need eligibility for a permanent post; and private-sector workers moving into government. If you have, or will soon have, a degree, Professional keeps more doors open. TalkDrill covers the English in the verbal part and the interview that often follows eligibility. Numerical, analytical and general information are outside what we teach, and we do not pretend otherwise.
The 2027 calendar and how filing works
The CSC published the 2027 pen and paper calendar as Examination Announcement No. 05, s. 2026, signed on 3 September 2026. All three 2027 sittings fall on a Sunday.
| Exam day | Exam | Filing | Target slots | Results target |
|---|---|---|---|---|
| 24 January 2027 | CSE for Foreign Service Officer (CSE-FSO) | 16 September to 30 October 2026, through the DFA Board of Foreign Service Examinations | 688 | 8 March 2027 |
| 14 March 2027 | CSE Professional and Subprofessional | From 2 November 2026, continuous until the slots are filled | 350,000 | 11 May 2027 |
| 8 August 2027 | CSE Professional and Subprofessional | From 10 May 2027, continuous until the slots are filled | 350,000 | 5 October 2027 |
"Continuous" is the word to read twice. Applications for both levels are accepted "on a continuous basis until the available examination slots have been filled, or until otherwise announced by the CSC". There is no comfortable last week. The calendar also says the slot numbers are target capacity, subject to available testing centres, and that results dates are targets too.
The CSC promises a specific announcement for each exam three weeks before its filing period starts. It will list testing centres and slots, admission and document requirements, where to get the form and how to file, the scope, the passing grade, the results target and the eligibility you earn. For filing from 2 November that points to around 12 October 2026, but when we checked the CSC announcements listing on 21 October 2026 the March 2027 announcement was not on it, and the listing then started refusing our tools. Regional and Field Offices may add their own notices on the mode of filing and remaining slots, and the CSC issues an exam advisory about two weeks before exam day. The online registration system linked from the CSC home page is OCSERGS; whether your office uses it will be in those notices.
One more line from the calendar: the CSC "does not recognize and is not liable for postings on other websites". That includes this one. We copy dates from the CSC PDF and re-check them weekly, but file on the strength of csc.gov.ph and your Regional Office. Our practical advice, which is judgement and not a CSC rule: have your ID, photos and form details ready before 2 November and file in the first days, because the busiest centres are the likeliest to fill first.
The English items, and where speaking practice fits
English sits in the verbal part, which reviewer sites describe, from the 2026 announcement, as verbal ability in English and Filipino: grammar, vocabulary, paragraph organisation and reading comprehension. In practice the English items come in four families:
| Family | What the item asks | What it really tests |
|---|---|---|
| Vocabulary | Synonym or antonym of a word in capitals, a word in a sentence, an idiom | Whether you read the context or just the word |
| Grammar and correct usage | Choose the word, spot the error, pick the correct sentence | Agreement, tense, prepositions, articles, and the gap between everyday Philippine English and the standard form |
| Paragraph organisation | Put four or five sentences in order, pick the best opening or closing, find the sentence that does not belong | Reading the links between sentences: pronouns, transitions, time words |
| Reading comprehension | Main idea, detail, inference, word in context, tone, best title | Reading speed and the discipline to answer from the text, not from what you know |
Analogies, which reviewer sites list under analytical ability for the Professional level, test English vocabulary as well, so we treat them with vocabulary. The CSC does not publish a split of items per family that we could find, so we do not give one.
A TalkDrill example of how small the difference is: "Several applicants were not aware ______ the new photo requirement." "About" is the tempting option because it is what you hear in everyday Philippine English. The key is "of". Items like this are lost to habit, not to ignorance, and habit is what daily practice changes.
Where speaking fits, honestly: the CSE-PPT has no speaking paper. Reading English aloud every day builds the reading speed the passages need and trains your ear to hear "aware about" as wrong, which is exactly the skill an error-spotting item tests. Speaking practice also prepares you for the step after eligibility: many agencies interview shortlisted applicants, often in English. Our English reviewer walks through all four families, the practice bank has 60 keyed items, and the first-language pages for Tagalog and Bisaya and Ilocano speakers name the traps your own language sets.
How results work: 80.00, the 58-day rule and CSE-PR points
The bar. You pass with a general rating of at least 80.00, per the 2026 announcement as reported by reviewer sites. The CSC home page, in its summary of the additional-points rules read on 21 October 2026, also refers to "the required 80% passing rate". The March 2027 announcement will state the passing grade for that sitting; confirm it there.
The date. The CSC calendar targets 11 May 2027 for the 14 March results. Its footnote explains the number: results are set at 58 days after the exam for up to 300,000 examinees, with one extra day for every 5,000 examinees above that. If all 350,000 slots are used, the rule allows up to ten more days. For the August 2026 sitting the CSC issued an advisory on online generation of test results, per its home page; the results portal that ranks for these searches, exam.csc.gov.ph, refused our tools, so we have not confirmed it.
The odds. Per the CSC home page, read on 21 October 2026, 34,719 of 240,934 examinees passed the 9 August 2026 CSE-PPT, a national passing rate of 14.41 per cent. The CSC's results news ranked Region III highest at 20.84 per cent, then Region I at 18.78, Region V at 17.29 and Region IV at 16.86. The top Professional scorer came from Region I and the top Subprofessional scorer from Region VII. Roughly six in seven examinees did not pass, which is the strongest argument for treating the verbal part as a skill you train rather than a section you skim. Two footnotes from the same home page: Examination Advisory No. 16, s. 2026 resets the suspended 9 August 2026 exam in NCR and select areas of Region IV and CAR to 22 November 2026, and a special sitting for 8,132 examinees from the General Santos City testing centre, postponed after the June earthquake in Region XII, was held in Koronadal City on 11 October 2026. We could not open the advisory itself.
CSE-PR points. The CSC's news on additional civil service points says qualified government workers who scored at least 70.00 and have at least five aggregate years of government service can receive up to 10 additional points, under CSC Resolution No. 2600729, effective 2 October 2026. The deadlines it gives are 18 November 2026 for the March 2026 exam and 5 April 2027 for the August 2026 exam; the CSC summary puts it as six months from the release of results. If you already work in government and missed 80.00 by a few points, read the results and CSE-PR page before you decide to sit again.
16 weeks to 14 March 2027, in eight fortnights
Sixteen weeks from Monday 23 November 2026 to exam day on Sunday 14 March 2027, shown here as eight fortnights of six anchor sessions each. English comes every day; the time for Numerical, Analytical or Clerical and General Information is in the full plan. Before fortnight 1, file your application: filing opens on 2 November 2026 and closes when the slots fill, per the CSC 2027 calendar. Every week, with its minutes and the mock dates, is on the 4-month study plan page. The plan dates are our schedule, not CSC dates.
Week 1: Fortnight 1 (weeks 1 and 2, 23 November to 6 December): file, diagnose, fix agreement and articles
Be filed for 14 March, know your score in each English family, and get subject-verb agreement and articles right without stopping to think.
- 30 min: Filing checkpoint. If you have not filed yet, do it this week, before anything else: filing is continuous from 2 November until your centre fills. Check the documents list once more. schedule, application and fee
- 45 min: Diagnostic: one timed English verbal set from the practice bank, no calculator, no phone. Score it by family (vocabulary, grammar, paragraph, reading) and enter every wrong item in your error log. practice bank
- 30 min: Subject-verb agreement: read the rules, then 15 error-spotting items. Say each corrected sentence aloud once. Repeat daily for the rest of week 1. grammar and correct usage
- 25 min: Start the vocabulary habit: ten new words a day, each written into a sentence of your own. Keep it going every day until 13 March. vocabulary and analogy
- 25 min: Articles a, an and the: read the rules, then rewrite ten sentences from a news story with the articles removed and put them back. articles rules
- 25 min: Read the page for your first language: Tagalog speakers, this one; Bisaya, Cebuano, Ilocano, Hiligaynon and Waray speakers, the Bisaya and Ilocano page linked in fortnight 4. Pick the two habits that match your diagnostic errors and write their fixes at the top of your error log. English traps for Tagalog speakers
Week 2: Fortnight 2 (weeks 3 and 4, 7 to 20 December): tenses, voice, analogies, first re-test
Keep tense and voice consistent in error items, sort analogy types on sight, and beat your diagnostic on a fresh timed set.
- 30 min: Active and passive voice: read the guide, then turn ten active sentences into passive and back, checking the form of be and the past participle each time. active and passive voice
- 30 min: Tense consistency: 15 error items a day from the grammar page. In the error log, mark whether each miss was a rule you did not know or a sentence you misread. grammar and correct usage
- 20 min: One short reading passage a day with a timer. Write the main idea in one line before you answer the questions. paragraph organisation and reading
- 30 min: Analogy types: learn the common relationships (synonym, antonym, part to whole, worker to tool, cause to effect), then a timed analogy set. vocabulary and analogy
- 10 min: Subprofessional only: ten minutes of spelling drill for the Clerical part. Professional examinees use the slot for word analogies. spelling game
- 60 min: Sunday 20 December: a fresh timed verbal set from the practice bank. Compare each family with your diagnostic and note which moved. practice bank
Week 3: Fortnight 3 (weeks 5 and 6, 21 December to 3 January): holiday maintenance
Keep every habit alive at 40 minutes a day, take the holidays off, and leave the fortnight with your three weakest families named.
- 15 min: Vocabulary review only: go back over your cards, add no new words. Christmas Eve, Christmas Day and New Year's Day are rest days. vocabulary and analogy
- 10 min: Read one passage aloud at a steady pace, then answer one question about it from memory. Daily through the holidays. read-aloud practice
- 20 min: Error-log re-dos: five old items a day, without looking at your earlier answer. Strike out a row only after two clean re-dos. English verbal reviewer
- 15 min: A light error-spotting round for fun: one game session counts as the day's grammar block. error spotter game
- 20 min: Five sentence-ordering items: find the opening sentence first, then follow pronouns and transition words. paragraph organisation
- 20 min: Halfway check on 2 or 3 January: see whether the CSC has posted anything new for 14 March, put your filing receipt somewhere safe, and write down your three weakest families. schedule page
Week 4: Fortnight 4 (weeks 7 and 8, 4 to 17 January): paragraph organisation and reading speed
Order a five-sentence paragraph in under two minutes, finish a passage on time, and sit the English half mock on Sunday 17 January.
- 30 min: The sentence-ordering method, five items a day: opening sentence first, then pronouns, transition words and time order. Time each item. paragraph organisation
- 30 min: Two reading passages a day with a timer: the first read aloud before you answer, the second read silently. Compare your accuracy on the two. read-aloud practice
- 25 min: Vocabulary in context: sentence-completion items from the reviewer. For each wrong one, say the right word in a new sentence of your own. English verbal reviewer
- 25 min: Second pass on your first-language habits: check whether the two you picked still appear in your error log, and drill the one that does. Bisaya, Cebuano, Ilocano, Hiligaynon and Waray speakers use this page; Tagalog speakers go back to the Tagalog page from fortnight 1. English traps for Bisaya and Ilocano speakers
- 30 min: A timed mixed verbal set: vocabulary, grammar, paragraph and reading items shuffled together, as on the paper. practice bank
- 60 min: Sunday 17 January: half mock, the English verbal part only, at exam pace. Mark it the next day and compare each family with your diagnostic. practice bank
Week 5: Fortnight 5 (weeks 9 and 10, 18 to 31 January): exam pace and mock 1
Hold exam pace on mixed sets and sit your first full-length mock on Sunday 31 January.
- 30 min: Mixed verbal sets at exam pace: vocabulary and grammar items in 30 to 40 seconds each, so passages get the time back. practice bank
- 30 min: Error spotting under a timer: 20 items in 12 minutes. Every miss goes into the log with its reason. grammar and correct usage
- 30 min: Two passages back to back with one timer, to build reading stamina for the long paper. reading passages
- 25 min: Numerical, Analytical or Clerical and General Information: one timed mini-set each from your reviewer book, every weekday this fortnight. time split per part
- 190 min: Sunday 31 January: mock 1, full length, in the morning, in one sitting, with no calculator: 190 minutes at Professional, 160 at Subprofessional (the 2026 time limits; confirm in the March 2027 announcement). English from the practice bank, the rest from your reviewer book. Do not mark it tonight. practice bank
- 60 min: The day after: mark mock 1 part by part and enter every error. Name the family that lost the most marks; it gets fortnight 6. English verbal reviewer
Week 6: Fortnight 6 (weeks 11 and 12, 1 to 14 February): fix the weakest family, mock 2
Lift the family that lost most in mock 1 and show it on mock 2 on Sunday 14 February.
- 30 min: The whole English block goes to your weakest family from mock 1, every day this week, on its own deep page. English verbal reviewer
- 15 min: Read the passing rate page once: the 80.00 general rating and the August 2026 national rate of 14.41 per cent (per the CSC). Aim above 80 per cent correct in mocks, not at it. passing rate and results
- 30 min: One timed set per part per day, then five error-log re-dos. practice bank
- 10 min: Five minutes of reading aloud at the start of each session, to settle your reading pace before timed work. read-aloud practice
- 190 min: Sunday 14 February: mock 2, full length, same conditions as mock 1. practice bank
- 60 min: Compare mock 2 with mock 1 part by part. If a part has not moved, move ten minutes a day into it from your strongest part until the exam. time split per part
Week 7: Fortnight 7 (weeks 13 and 14, 15 to 28 February): mocks 3 and 4, the advisory watch

- 30 min: No new topics from now on. Weekdays are timed sets and error-log re-dos only. practice bank
- 190 min: Sunday 21 February: mock 3, full length. On review, check pace: where did the minutes go? practice bank

60 Civil Service Exam English practice items with answer keys
Sixty English items written by TalkDrill in the style of the CSE-PPT verbal section: ten each of vocabulary, analogy, grammar and correct usage, paragraph organisation and reading comprehension, plus ten interview English items for the panel interview that often follows eligibility. Each item gives you the question with four options. Answer it before you open the key. The trap names the wrong option the item was built to catch and why it tempts. The key gives the answer and the reasoning in 40 to 80 words, and the skill line names what the item tests. None of these items is copied from a CSC paper; the passages are fictional practice texts.
Vocabulary
Synonym in context: METICULOUS
Choose the word closest in meaning to the word in capital letters. The new records clerk was so METICULOUS that she checked every receipt twice before filing it. A. suspicious B. thorough C. anxious D. talkative
Examiner note: Skill: vocabulary in context (synonym). The item rewards reading the clue in the sentence instead of guessing from the feel of the word.
Vocabulary
Antonym: FRUGAL
Choose the word OPPOSITE in meaning to the word in capital letters. FRUGAL A. thrifty B. generous C. wasteful D. poor
Examiner note: Skill: antonyms. Tests whether you know the exact meaning of the word, because the trap is the opposite of a near-synonym.
Vocabulary
Synonym in context: AMBIGUOUS
Choose the word closest in meaning to the word in capital letters. The barangay captain's announcement was so AMBIGUOUS that residents argued for days about what he had actually promised. A. unclear B. dishonest C. lengthy D. offensive
Examiner note: Skill: vocabulary in context. A common CSE-style trap: the option that matches a mood in the sentence rather than the meaning of the word.
Vocabulary
Synonym in context: EXPEDITE
Choose the word or phrase closest in meaning to the word in capital letters. The municipal office promised to EXPEDITE the release of business permits before the holiday season. A. examine B. delay C. speed up D. explain
Examiner note: Skill: vocabulary in context, office and procedure words. Government notices use expedite, facilitate and process often, so this family matters after the exam too.

Mistakes by first language
The habits examiners mark down depend on the language you grew up speaking. Pick yours.
Your TalkDrill route
- Read English aloud for ten minutes a day. Reading aloud builds the speed the comprehension passages need and trains your ear to hear a wrong preposition or tense, which is what correct-usage items test. Read each passage once silently and once aloud, and listen back. Open
- One keyed set a day. Five items from the practice bank, answered before you open the key. Note the trap each wrong answer fell into, not just the right letter. Open the practice bank
- Fix the traps your first language sets. Tagalog, Bisaya and Ilocano each push you towards particular wrong options: prepositions, already and yet, articles, vowel pairs. Each trap has a fix and a one-minute drill. Read the Tagalog traps page
- Follow the four-month plan to 14 March 2027. Week by week, with English every day, a filing checkpoint in the first days of November and timed mocks in the last month. See the four-month plan
- Rehearse the interview that follows eligibility. Eligibility gets you shortlisted; many agencies then interview. Practise "tell us about yourself" and "why government service?" with the AI interviewer and listen for fillers and tense. Open the AI mock interview
