The short answer: rates, the bar and the next results date

The 9 August 2026 Career Service Examination, Pen and Paper Test (CSE-PPT) was passed by 34,719 of 240,934 examinees, a national passing rate of 14.41%, per the Civil Service Commission's news item of 7 October 2026. That is about one examinee in seven. Earlier sittings since August 2023 have reported CSC passing rates between 14.40% and 18.72%; each is labelled by source below. The bar is a rating of 80.00 (per the 2026 announcement; confirm in the March 2027 announcement). The next sitting is on Sunday 14 March 2027, and the CSC 2027 calendar sets its target results date at 11 May 2027, 58 days after the exam. Government workers who fell short may be able to claim up to 10 extra points under the new Career Service Eligibility Preference Rating (CSE-PR), per CSC news of 12 October 2026.

At a glance (checked 21 October 2026):
  • August 2026: 14.41%, 34,719 passers of 240,934 examinees (CSC, official).
  • Top regions, August 2026: Region III 20.84%, Region I 18.78%, Region V 17.29%, Region IV 16.86% (CSC news item).
  • Next results: target 11 May 2027 for the 14 March 2027 sitting, and 5 October 2027 for the 8 August 2027 sitting (CSC 2027 calendar).
  • Results portal: exam.csc.gov.ph, linked from the CSC home page.
  • CSE-PR: a rating of at least 70.00, at least five aggregate years of service, up to 10 points, six months from release to claim (CSC news, 12 October 2026).

A note on how we checked. The CSC home page let our tools through on 21 October 2026, but every csc.gov.ph sub-page returned 403 ("Enable JavaScript and cookies") when we re-checked. We read the August 2026 results item and the CSE-PR item through a reader service earlier that day. Figures marked "CSC news item" come from those reads, and we could not re-open the items later the same day. The links are below; please open them yourself before you rely on a figure for a decision.

Passing rates, 2023 to 2026, labelled by source

Every rate in this table is a CSC figure. They differ in how we got them. We could read August 2026 on csc.gov.ph. The earlier rates are CSC figures as reported by Philippine reviewer and education sites that cite CSC releases; we could not open the original CSC releases this week, so treat them as secondary until you check the CSC news archive.

August 2023345,19464,63518.72%Secondary.

Where both counts are known, the rates check out arithmetically: 34,719 divided by 240,934 is 14.41%, 48,735 divided by 307,489 is 15.85%, and 64,635 divided by 345,194 is 18.72%. Three readings of the table, all our judgement:

  • The band is narrow. Every reported rate since August 2023 sits between about 14 and 19 per cent. No sitting has been "easy".
  • Examinee numbers move. The August 2026 count is lower than March 2026. Part of the gap may come from suspended testing areas (next paragraph), so do not read it as a fall in interest.
  • A national rate is not your rate. It averages people who prepared for months with people who sat with no preparation. Your own odds depend on your preparation, not on the average.

Two disruptions affected the August 2026 sitting. The CSC home page lists Examination Advisory No. 16, s. 2026, titled "Reset of the Suspended 09 August 2026 Examination in NCR, and Select Areas in Region IV and CAR to 22 November 2026". It also reports a special sitting on 11 October 2026 in Koronadal City for 8,132 examinees from the General Santos City testing centre, whose exam was postponed after the magnitude 7.8 earthquake in Region XII in June. We could not open the advisory, so we cannot say whether the 240,934 figure leaves out the suspended areas. The advisory, and the results of those sittings when CSC posts them, will say.

Source: CSC news item of 7 October 2026, read through a reader service on 21 October 2026; we could not re-open it later that day. The CSC home page adds that the top Professional and Subprofessional scorers came from Region I and Region VII; the top Subprofessional rating in the item was 97.43. We recorded the four leading regions only, so the other regions are not shown here.

By level. For August 2026 we recorded the national and regional figures but not a national split by level, so we do not print one. For March 2026, the secondary figures show Professional examinees passing at 16.18% and Subprofessional at 12.49%. Read that as one data point, not a rule.

What the regional table does not tell you. In our judgement, a regional rate mostly reflects who registers in that region and how they prepare: fresh graduates, contractual workers aiming for a permanent post, repeat takers. It says nothing about whether Tagalog, Ilocano or Bisaya speakers find the English harder. Region I, which is largely Ilocano-speaking, came second in August 2026.

Why about one in seven pass: reading the 80.00 bar

The passing grade was 80.00 for both levels in 2026 (per the 2026 announcement; confirm in the March 2027 announcement). CSC's news item of 12 October 2026 on CSE-PR refers to "the required 80% passing rate", which fits. CSC does not publish how the general rating is computed from the parts of the test, as far as we could find. So there is no official "you need X items out of 170". A straight 80% of 170 items would be 136, and of 165 items would be 132 (our arithmetic), but CSC does not say the rating is a straight percentage, so use those numbers as a rough practice target only.

In our judgement, three things keep the rate near 15 per cent:

  1. The bar is high and covers the whole test. In 2026 the scope was Verbal Ability (English and Filipino), Numerical Ability, Analytical Ability (Professional) or Clerical Ability (Subprofessional), and General Information (per the 2026 announcement; confirm in the March 2027 announcement). A weak part drags down the rest.
  2. Time is tight. On the 2026 figures (170 Professional items in 3 hours 10 minutes and 165 Subprofessional items in 2 hours 40 minutes, per the 2026 announcement; confirm in the March 2027 announcement), a Professional examinee had about 67 seconds per item and a Subprofessional examinee about 58 seconds (our arithmetic: 190 minutes for 170 items, 160 minutes for 165).
  3. The English is formal. The verbal items follow textbook grammar, which differs from everyday Philippine English in small, predictable ways: "result in", not "result to"; "information", not "informations". Our grammar and correct usage page lists them.

The English items are, in our judgement, the most coachable part of the test for most examinees, because the rules are few and the traps repeat. That is why this guide spends its depth there: vocabulary and analogy, grammar, and paragraph organisation and reading.

How results are released: the 58-day rule and the portal

The CSC 2027 examination calendar (Examination Announcement No. 05, s. 2026, signed 3 September 2026) explains how its release dates are set. Footnote 4 says the target is "set at 58 days after examination for aggregate examinee volume of up to 300,000", and that it "may be subject to adjustment of additional 1 day for every 5,000 examinees in excess of 300,000 depending on the actual number of examinees". The same document adds that release dates "are only target dates and remain subject to operational requirements, the actual number of examinees, and other justifiable circumstances".

How it worked in August 2026: the exam was on Sunday 9 August 2026, and the CSC's CSE-PR item says the results were posted on 5 October 2026, 57 days later by our count. The results news item is dated 7 October 2026.

Where results appear

  1. The CSC website. CSC posts a news item with the national figures, the regional leaders and the top scorers on csc.gov.ph.
  2. The results portal. The CSC home page links the CSC exam results portal at exam.csc.gov.ph. It returned 403 to our tools, so we could not walk through it for you.
  3. An examination advisory. For August 2026, the home page lists Examination Advisory No. 18, s. 2026, titled "Online Generation of Test Results for the 09 August 2026 CSE PPT". The title says examinees generate their test results online; read the advisory for the steps, which we could not open.
  4. Your Regional or Field Office. The calendar tells applicants to watch for supplemental announcements from CSC Regional Offices and Field Offices, which can cover local arrangements.

Use only these channels. The calendar says CSC "does not recognize and is not liable for postings on other websites and/or platforms" that are not affiliated with it. Passer lists on other sites are copies at best; check your name on the CSC portal.

Source: CSC Examination Announcement No. 05, s. 2026. The specific announcement for the 14 March 2027 sitting, which the calendar says CSC issues three weeks before each application period opens, had not appeared on the CSC announcements listing when we checked on 21 October 2026. It will state the testing centres and slots, the requirements, the scope, the passing grade, the target release of results and the resulting eligibility.

What can move the 11 May 2027 date: the number of examinees above 300,000 (if all 350,000 target slots are used, footnote 4 would allow up to 10 more days, our arithmetic), operational requirements and other justifiable circumstances. So plan around 11 May 2027, and do not panic over a short delay. If you sat the CSE-FSO, its results target is 8 March 2027, and the announcement for that exam comes from the DFA, whose site is dfa.gov.ph.

After you pass: eligibility and proof

Passing gives you a civil service eligibility, the qualification that permanent career service posts ask for. The CSC calendar lists the "resulting civil service eligibility" among the details each specific announcement must state, so the March 2027 announcement will name it for each level. In past cycles, as reported by Philippine reviewer sites, Professional eligibility covered first- and second-level positions and Subprofessional eligibility covered first-level positions. Confirm in the March 2027 announcement.

Proving your eligibility

A notice on the CSC home page, read on 21 October 2026, says: "You can use scanned copies of eligibility or screenshots from the Civil Service Eligibility Verification System, PRC's Licensure Examination and Registration Information System, or the Supreme Court of the Philippines Lawyer's List as proof of eligibility." It cites MC No. 03, s. 2023 (CSC Resolution No. 2300248). The home page links the Civil Service Eligibility Verification System (CSEVS); we did not open it, so treat the link as unverified.

The printed certificate

How and where to claim the printed certificate of eligibility is set by the results advisory for your sitting and by your CSC Regional or Field Office. We could not open those pages this week, so we will not guess the steps. A practical checklist that does not depend on them, written by TalkDrill: keep a copy of your application form and the ID you used to apply, save a screenshot of your result from the portal on the day it appears, and check your Regional Office's page for release schedules before you travel.

CSE-PR: up to 10 points for government workers

The Career Service Eligibility Preference Rating (CSE-PR) is new. It gives qualified government workers who missed the passing mark a way to reach it with points for their service. Everything in the table comes from CSC: the home page summary of 12 October 2026 (read 21 October) and the full news item (read through a reader service the same morning, 403 later).

Who counts as a "qualified government worker", which documents you file and where, and exactly how many points each year of service or each performance rating earns are set out in the guidelines and the news item. We could not re-open them, so read the CSC news item on additional civil service points and ask your agency's HR office before you file.

Three hypothetical cases (written by TalkDrill, not real examinees)

Case 1. A government worker who meets CSC's definition of a qualified worker has six aggregate years of service and a rating of 74.20 from the August 2026 exam. Both thresholds are met. To reach 80.00 they need 5.80 points, which is within the cap of 10. Whether their service and performance ratings earn 5.80 depends on the point rules in the guidelines. Their deadline is 5 April 2027.

Case 2. A worker with ten years of service scored 68.90. That is below the 70.00 floor, so CSE-PR does not apply. The route is the 14 March 2027 sitting, with applications from 2 November 2026.

Case 3. A worker with four years of service scored 77.50. As we read the item, five aggregate years are required, so CSE-PR does not apply yet. Again, the route is a new sitting.

If you sit on 14 March 2027 and fall short, the six-month window would run from the actual release of those results, so the deadline will depend on that date. Watch the CSC website when results come out.

If you did not pass: the next sittings and a plan

There are two CSE-PPT sittings in 2027, both on Sundays: 14 March 2027, with applications from 2 November 2026, and 8 August 2027, with applications from 10 May 2027. In both cases, applications are accepted "on a continuous basis until the available examination slots have been filled", per the CSC calendar. Footnote 5, attached to the 10 May 2027 date, adds: "Considering the continuous filing of application, slots may be filled up even prior to this date." In our judgement that means filing in the first days, especially if your nearest testing centre is in a large region. Our schedule, application and fee page covers the filing, and the March 2027 announcement will set the admission requirements; read them closely if you sat in 2026.

A plan for a retake, in our judgement:

  1. Diagnose by part. Which parts felt slow or uncertain: verbal, numerical, analytical or clerical, general information? Spend the most time where you were least sure.
  2. Fix the English first if it was shaky. The rules are few and the traps repeat. Start with the English verbal ability reviewer, then the timed sets in the practice bank.
  3. Follow a calendar. From late October 2026 to 14 March 2027 is about 20 weeks. Our 4-month roadmap sets out each week, with the 2 November filing checkpoint built in.
  4. Prepare for the interview too. The CSE-PPT has no speaking paper, but once you have eligibility, the agency you apply to may interview you, sometimes before a panel and, in our judgement, often partly in English. Practise answering out loud with the AI mock interview, and read our panel interview English tips and competency-based interview guide.

Frequently Asked Questions

What was the passing rate of the August 2026 Civil Service Exam?

14.41%. Per the Civil Service Commission's news item of 7 October 2026, 34,719 of 240,934 examinees passed the 9 August 2026 CSE-PPT. Region III had the highest regional rate at 20.84%, followed by Region I at 18.78%, Region V at 17.29% and Region IV at 16.86%. The national figure also appears on the CSC home page, which we read on 21 October 2026.

When will the March 2027 civil service exam results come out?

The CSC 2027 calendar sets a target release date of 11 May 2027 for the 14 March 2027 sitting, 58 days after the exam. The calendar says the 58 days apply to up to 300,000 examinees, with one extra day for every 5,000 above that, and that all release dates are targets that can move with operational needs.

What is the passing score for the Civil Service Exam?

80.00, for both Professional and Subprofessional, per the 2026 announcement; confirm in the March 2027 announcement, which the CSC calendar says will state the passing grade. CSC's own news item of 12 October 2026 on CSE-PR also refers to "the required 80% passing rate". CSC does not publish how the rating is computed from the parts, as far as we could find.

Where can I check my result and the list of passers?

On official CSC channels only. The CSC home page links the results portal at exam.csc.gov.ph and posts a news item when results are out. For August 2026 it also lists Examination Advisory No. 18, s. 2026, titled "Online Generation of Test Results for the 09 August 2026 CSE PPT". Lists on other websites are copies; the CSC calendar says it is not liable for them.

What is CSE-PR and who qualifies?

The Career Service Eligibility Preference Rating (CSE-PR) lets qualified government workers who fell short of the passing mark claim up to 10 additional points, based on length of service and performance ratings, per CSC news of 12 October 2026. As we read that item on 21 October, you need a rating of at least 70.00 and at least five aggregate years of service. Claims are due within six months of the release of results.

I took the March 2026 exam and scored in the 70s. Am I too late for CSE-PR?

Not yet, if you qualify. The CSC news item of 12 October 2026, as we read it, set 18 November 2026 as the deadline for the March 2026 exam and 5 April 2027 for the August 2026 exam. Speak to your agency's HR office now and read CSC Resolution No. 2600729 and the news item for the documents you need.

Is the Professional passing rate higher than the Subprofessional rate?

In March 2026 it was, on the CSC figures reported by a Philippine education site: 16.18% for Professional against 12.49% for Subprofessional. We could not open the CSC release ourselves. For August 2026 we recorded the national and regional rates but not a split by level, so we do not print one.

My August 2026 exam in NCR was suspended. When is the new date?

The CSC home page lists Examination Advisory No. 16, s. 2026, titled "Reset of the Suspended 09 August 2026 Examination in NCR, and Select Areas in Region IV and CAR to 22 November 2026". We could not open the advisory itself, so read it, and your Regional Office's announcements, for which testing centres and examinees it covers.

How do I prove my civil service eligibility to an employer?

A notice on the CSC home page says you can use scanned copies of your eligibility or screenshots from the Civil Service Eligibility Verification System (CSEVS) as proof, citing MC No. 03, s. 2023 (CSC Resolution No. 2300248). The CSEVS is linked from the CSC home page at csevs.csc.gov.ph. Ask the hiring agency which form it prefers.
