The short answer: 14 March 2027, filing from 2 November
The next Philippine Civil Service Exam, the Career Service Examination Pen and Paper Test (CSE-PPT) for the Professional and Subprofessional levels, is on Sunday 14 March 2027. Applications open on Monday 2 November 2026 and stay open "on a continuous basis until the available slots have been filled, or until otherwise announced by the CSC". The target is 350,000 slots nationwide and the target release of results is 11 May 2027. All of that comes from the Civil Service Commission's Examination Announcement No. 05, s. 2026, the official 2027 calendar signed on 3 September 2026. There is no closing date, so the safe plan is to file in the first days after 2 November at the Regional or Field Office that runs your chosen testing centre. The second 2027 sitting is on Sunday 8 August 2027, with filing from 10 May 2027. The fee, the 80.00 passing mark, the item counts and the time limits on this page are from the 2026 cycle, because the CSC had not posted the specific March 2027 announcement when we last checked on 21 October 2026. Each one is marked "per the 2026 announcement; confirm in the March 2027 announcement".
- Exam day: Sunday 14 March 2027, Professional and Subprofessional levels, pen and paper.
- Filing (paghahain ng aplikasyon): from Monday 2 November 2026, continuous until the 350,000 target slots fill.
- Results target: 11 May 2027, which is 58 days after the exam.
- Next sitting: Sunday 8 August 2027, filing from 10 May 2027, results target 5 October 2027.
- Fee (bayad): PHP 500 in 2026, per the 2026 announcement; confirm in the March 2027 announcement.
- Passing mark: a general rating of 80.00 in 2026, per the 2026 announcement; confirm in the March 2027 announcement.
- Last checked: 21 October 2026. The specific March 2027 announcement was not yet on the CSC home page.
The official 2027 calendar, row by row
The CSC publishes one calendar for every pen and paper exam in the year. These are its three 2027 rows, taken from the PDF signed by Atty. Helene Grace T. Ramos, Director IV of the CSC Examination, Recruitment and Placement Office. We downloaded the file from the official address on 20 October 2026 and read it in full.
| Exam date | Exam | Application period | Target slots | Target results |
|---|---|---|---|---|
| Sunday 24 January 2027 | Career Service Examination for Foreign Service Officer (CSE-FSO) | 16 September to 30 October 2026, through the DFA Board of Foreign Service Examinations, DFA consular offices and Foreign Service Posts | 688 | 8 March 2027 |
| Sunday 14 March 2027 | CSE Professional and Subprofessional levels | From 2 November 2026, continuous until slots are filled or the CSC announces otherwise | 350,000 | 11 May 2027 |
| Sunday 8 August 2027 | CSE Professional and Subprofessional levels | From 10 May 2027, continuous until slots are filled or the CSC announces otherwise | 350,000 | 5 October 2027 |
How the 11 May results target is worked out
A footnote in the calendar explains it. Results are "set at 58 days after examination" for an aggregate examinee volume of up to 300,000, with "1 day for every 5,000 examinees in excess of 300,000". Count it yourself: 17 days to the end of March, 30 in April and 11 in May make 58. As a worked example (ours, not a forecast): if 320,000 people sat on 14 March, the rule would allow four more days and the target would move to 15 May 2027. The CSC also says the results dates "are only target dates" and that the slot number "represents the target available capacity". Treat both as plans, not promises.
The Foreign Service Officer exam is a different track
The CSE-FSO on 24 January 2027 is for applicants to the foreign service. Its filing closes on 30 October 2026, and its announcement is prepared by the DFA Board of Foreign Service Examinations, not by the CSC Regional Offices. If you are preparing for the regular Professional or Subprofessional exam, you can ignore that row.
Continuous filing: why the first days of November matter
For the 2026 exams the CSC used fixed filing windows. Exams Pinas, a Philippine reviewer site, reports that filing for the March 2026 exam ran from 3 to 28 November 2025 (we could not open the CSC's own 2026 announcement this week, so treat that window as secondary). For 2027 there is no closing date. Filing starts on 2 November 2026 and stops when the slots are gone. The calendar adds that the slot count "remains subject to the availability of testing centers", and that Regional and Field Offices may issue supplemental announcements on the "mode of filing of application" and "available/remaining slots".
In practice that means three things:
- Demand sets your deadline, not the CSC. A testing centre in a big city can fill long before a provincial one. Reviewer sites expect centres in NCR, Region III and Region IV to fill first. That is their judgement and ours, not a CSC statement.
- Each Regional Office runs its own filing. In 2026, according to reviewer sites, some regions used CSC eServe, some used the Online Civil Service Examination Application System (OCSEAS) and others used their own appointment or walk-in arrangements. Check your Regional Office page or its official social media account in the last week of October for the 2027 method.
- Have your documents ready before 2 November. If you need new photos or an ID, get them now, so that on filing day the only things left are the form, the queue and the fee.
Our advice in one line
Choose your level and testing centre by 1 November, file in the first week, then start studying. The 4-month roadmap to 14 March 2027 starts on Monday 23 November 2026, which leaves you three weeks to file. Mag-file nang maaga: file early.
When the detailed announcement comes, and what it will say
The 2027 calendar is not the full rulebook. It promises a "Specific/Individual Examination Announcement" for each exam "three (3) weeks before the start of each application period". For a 2 November start that points to around 12 October 2026. When we read the CSC home page on 21 October 2026, its examination announcements and advisories box listed only Examination Advisory No. 18, s. 2026 (online generation of results for the 9 August 2026 exam) and Examination Advisory No. 16, s. 2026 (the reset of the suspended August exam). The March 2027 announcement was not there. The CSC's announcement listing and most of its sub-pages returned an error to our tools this week, so we could not check them directly.
According to the calendar, the specific announcement will contain:
- testing centres and the number of slots at each;
- qualification and admission requirements;
- documentary requirements;
- where to get the form and how to file;
- the scope of the exam;
- the passing grade;
- the target release of results;
- the eligibility you get when you pass.
The CSC then posts an examination advisory "about two (2) weeks before examination day" with reminders and updates. For 14 March 2027 that means around the end of February 2027. The same PDF gives two warnings worth taking seriously: the CSC "does not recognize and is not liable for postings on other websites", and applicants should "monitor closely" the supplemental notices of their own Regional or Field Office. Reviewer sites, including the ones we cite on this page, are not the CSC.
Who can apply, and Professional or Subprofessional
The 2027 qualifications will be in the specific announcement. Until then, these are the conditions from the 2026 cycle as summarised by Philippine reviewer sites that quote the 2026 announcements (Government PH, Exams Pinas and Jon to the World). Each one is per the 2026 announcement; confirm in the March 2027 announcement.
- A Filipino citizen.
- At least 18 years old on the date of filing.
- Of good moral character, with no conviction by final judgment for an offence involving moral turpitude, dishonesty, examination irregularity, drunkenness or drug addiction, and never dismissed for cause from a government post or dishonourably discharged from the military.
- Has not taken the same level within three months before the exam date, and has not already passed that level.
- No education requirement: you do not need a college degree for either level.
| Professional | Subprofessional | |
|---|---|---|
| Items (2026) | 170 | 165 |
| Time limit (2026) | 3 hours 10 minutes | 2 hours 40 minutes |
| Parts (2026 scope) | Verbal (English and Filipino), Numerical, Analytical, General Information | Verbal (English and Filipino), Numerical, Clerical, General Information |
| Eligibility on passing | Career Service Professional (second level) | Career Service Subprofessional (first level) |
| Posts it can be used for (prior-cycle guidelines) | First and second-level posts, including technical and some executive or managerial posts, except those that need a professional licence or fall under special laws | First-level posts, mostly clerical |
| Passing general rating (2026) | 80.00 | 80.00 |
Item counts, time limits, scope and eligibility levels are from the 2026 cycle as reported by Exams Pinas, Government PH and Jon to the World; confirm them in the March 2027 announcement. If you have a degree, or will soon, and want room to move up in government, the Professional level is the usual choice, because its eligibility covers both levels of post. Passing either level does not get you a job by itself; each post still has its own education, experience and training standards.
Already working in government? Read the CSC's 12 October 2026 news item on the Career Service Eligibility Preference Rating (CSE-PR). Per that item, it gives qualified government workers who scored at least 70.00 and have at least five years of aggregate service up to 10 additional points, with claim deadlines tied to each exam. The rules and dates are on our passing rate, results and CSE-PR page.
Documents, photos and valid IDs (2026 rules)
These come from the latest CSE-PPT announcements as listed by reviewer sites; our tools could not open the CSC announcement pages this week. The ID list in particular can change between cycles, so check it again in the March 2027 announcement before you queue.
| What to bring | The 2026 rule (confirm in the March 2027 announcement) | Our tip |
|---|---|---|
| Application form | CS Form No. 100, latest revision, from the CSC Forms page or your Regional Office | Download it again after the 2027 announcement in case the revision changes |
| ID photos | Four identical photos: colour, white background, a close-up from the shoulders up, on good-quality photo paper | The CSC enforces the photo rules strictly; read the exact size and name-tag rules in the 2027 announcement before the studio visit |
| Valid ID | The original and a photocopy of one accepted ID | The name on the ID should match the name on your form |
| Birth certificate | A PSA or Local Civil Registry copy, original and photocopy, if your ID does not show your date of birth | Order it early; it is the slowest document to get |
| Dual citizens | An Identification Certificate from the Bureau of Immigration for citizens under RA 9225 | Ask your Regional Office if you are unsure whether it applies to you |
| Fee | PHP 500, paid when you file | Keep the official receipt with your filing papers |
IDs accepted in the 2026 cycle
As listed by Jon to the World from the latest CSE-PPT announcement: driver's licence or student driver's permit, Philippine passport, PRC licence card, SSS ID, GSIS UMID, voter's ID or voter's certification, BIR or taxpayer ID with photo, PhilHealth ID meeting CSC specifications, company or office ID, school ID, police clearance with photo, postal ID, barangay ID, NBI clearance, seaman's book, Pag-IBIG (HDMF) transaction ID, PWD ID, solo parent ID, senior citizen ID, CSC eligibility card, and the Philippine Identification (PhilID), with some digital ID formats accepted under conditions the CSC set. Confirm the list in the March 2027 announcement.
The fee and the 80.00 passing mark
Fee: PHP 500 for the 2026 sittings, paid at the CSC Regional or Field Office when you file, per the 2026 announcement as reported by Exams Pinas, Government PH and Jon to the World; confirm in the March 2027 announcement. We have not seen an official 2027 figure, and nobody else has either until the CSC posts it.
Passing mark (pasadong marka): a general rating of at least 80.00 at both levels, per the 2026 announcement; confirm in the March 2027 announcement. The CSC's own 12 October 2026 news summary on its home page also speaks of "the required 80% passing rate", so the bar was still in force this month.
Candidates get two things wrong about 80.00. First, it is a general rating that the CSC computes, not a simple share of items answered correctly. We have not found a CSC document that publishes the conversion, so do not plan on "136 out of 170". Aim higher than 80 per cent correct in your mocks. Second, it is a high bar. In the 9 August 2026 exam, 34,719 of 240,934 examinees passed, a national rate of 14.41 per cent, per the CSC home page and its results news item of 7 October 2026. Region III posted the highest regional rate at 20.84 per cent. The rate by cycle, level and region is on our passing rate page.
Where to file and which CSC systems you will use
You file with the CSC Regional Office or Field Office that covers your chosen testing centre. The CSC home page menu lists 16 Regional Offices: Regions I to XII, NCR, CAR, CARAGA and BARMM. These are the official systems you are likely to meet between filing and results. The full names of ONSA and OCSERGS are as given by Government PH; the CSC home page links both.
| System | What it is for | When you use it | Our check, 21 October 2026 |

Where English fits, and where TalkDrill helps
The CSE-PPT has no speaking test. English appears in the written Verbal Ability part, alongside Filipino: vocabulary, grammar and correct usage, paragraph organisation and reading comprehension (the 2026 scope as reported by reviewer sites). TalkDrill is an English speaking practice app, so here is the honest version of what we do. Saying sentences out loud trains the ear that catches a wrong item: once you have said "each of the applicants has" a few times, "each of the applicants have" sounds wrong before you reason it out. Reading aloud at a steady pace builds the reading speed that the passages need. And the same practice prepares you for job interviews once you are eligible.
Start with the English verbal ability reviewer, then go deeper on grammar and correct usage, vocabulary and analogy and paragraph organisation and reading. Tagalog speakers should read the English traps for Tagalog speakers; Bisaya, Cebuano and Ilocano speakers have their own page. Test yourself in the practice bank, read a passage a day on read-aloud practice, and when your rating is out, rehearse the interview on the AI mock interview. The hub for everything is the Civil Service Exam 2027 guide.
