The short answer

IRCC accepts three English tests for Express Entry: CELPIP-General, IELTS General Training and PTE Core, and only those versions (IRCC language test results page, modified 16 October 2026). None of them earns more points than the others, because IRCC converts every result to a CLB level and the Comprehensive Ranking System pays per CLB level. So the useful question is not which test is easier but which format lets you show the English you already have. The biggest difference is Speaking. CELPIP records eight everyday tasks on a computer with no examiner, and three to five human raters mark them later. IELTS General Training Speaking is an 11 to 14 minute face-to-face interview with an examiner. PTE Core records short tasks on a computer and scores them with Pearson's AI scoring engine, which Pearson describes as AI scoring combined with human expertise. In India, celpip.ca's date table lists CELPIP at INR 15,500 a sitting and IDP India lists IELTS at INR 19,000; Pearson shows the PTE Core price only through its price finder, which we could not read as static text this week.

At a glance (official pages, read 20 and 21 October 2026):
  • Same points: CELPIP 9 = IELTS General Training 7.0 in Speaking = PTE Core 84 to 88 in Speaking = CLB 9.
  • Speaking: CELPIP recorded, human-rated; IELTS live with an examiner; PTE Core recorded, AI-scored.
  • Results: IELTS on computer usually 1 to 2 days; PTE Core typically 2 days; CELPIP 2 to 4 business days.
  • Validity for Express Entry: results less than 2 years old, for all three.
  • IELTS One Skill Retake is not accepted for Express Entry.
  • Only CELPIP has a two-skill test (CELPIP-General LS), and it is for citizenship.

The CLB chart for all three tests

From IRCC's tables (the Federal Skilled Trades Program tables, which run from CLB 4 to CLB 10, use the same equivalences as the other programmes). Order is Speaking, Listening, Reading, Writing, as IRCC prints it.

CLBCELPIP-General (each)IELTS GT: S / L / R / WPTE Core: S / L / R / W

997.0 / 8.0 / 7.0 / 7.084 to 88 / 82 to 88 / 78 to 87 / 88 to 89
886.5 / 7.5 / 6.5 / 6.576 to 83 / 71 to 81 / 69 to 77 / 79 to 87
776.0 / 6.0 / 6.0 / 6.068 to 75 / 60 to 70 / 60 to 68 / 69 to 78
665.5 / 5.5 / 5.0 / 5.559 to 67 / 50 to 59 / 51 to 59 / 60 to 68
555.0 / 5.0 / 4.0 / 5.051 to 58 / 39 to 49 / 42 to 50 / 51 to 59
444.0 / 4.5 / 3.5 / 4.042 to 50 / 28 to 38 / 33 to 41 / 41 to 50

Three patterns in that table should shape your choice:

  • IELTS has a Listening premium. For CLB 8, 9 and 10, IELTS asks for 7.5, 8.0 and 8.5 in Listening against 6.5, 7.0 and 7.5 in Speaking. If your IELTS Listening is your weakest band, CLB 9 is harder to reach on IELTS than the Speaking number suggests.
  • PTE Core Writing is narrow at the top. CLB 9 in Writing is only 88 to 89, and CLB 10 is 90+, which is the top of a 10 to 90 scale.
  • CELPIP is flat. The same number in every component: 7 is CLB 7 and 9 is CLB 9. That makes planning simple, and it means no single component gets a lower target either.

Why CLB 9 in all four abilities is worth so much more than CLB 8 in one of them is worked through with IRCC's CRS table on our CELPIP scoring and CLB page.

Speaking compared: a screen, an examiner or a machine

CELPIP: eight everyday tasks, human raters, nobody in the room

The eight tasks are Giving Advice, Talking about a Personal Experience, Describing a Scene, Making Predictions, Comparing and Persuading, Dealing with a Difficult Situation, Expressing Opinions, and Describing an Unusual Situation, in about 15 minutes (celpip.ca format page). Each prompt appears on screen, a progress bar shows your preparation time and another your speaking time, and you speak into a headset microphone. Nobody reacts. Three to five raters later score Content/Coherence, Vocabulary, Listenability and Task Fulfillment. Other candidates are in the room, separated by partitions, and you may hear them.

IELTS General Training: a conversation with an examiner

Per the ielts.org Speaking format page: Part 1 (4 to 5 minutes) is questions on familiar topics; Part 2 (3 to 4 minutes including one minute of preparation) is a talk from a task card, possibly followed by one or two questions; Part 3 (4 to 5 minutes) is a discussion of more abstract issues linked to Part 2. The examiner scores Fluency and coherence, Lexical resource, Grammatical range and accuracy, and Pronunciation. A person listens, follows up and can steer you back if you drift.

PTE Core: short, timed, machine-scored items

Per the PTE Core Speaking and Writing format page, Speaking items include Read Aloud (a text of up to 60 words, 30 to 40 seconds to prepare), Repeat Sentence (a 3 to 9 second sentence), Describe Image (25 seconds to prepare, 40 to speak), Respond to a Situation (20 seconds to prepare, 40 to speak) and Answer Short Question (a word or a few words; if you wait more than three seconds the recording stops). An unscored personal introduction comes first. Each answer can be recorded only once. Read Aloud, Repeat Sentence and Describe Image are scored on content, oral fluency and pronunciation; Respond to a Situation is scored on appropriacy, fluency and pronunciation. Pearson says PTE "recognizes regional and national varieties of English pronunciation" if they are understandable to most regular speakers.

One situation, three formats (written by TalkDrill)

The same everyday problem, set the way each test would set it. Prompts and answers are written by TalkDrill to show the difference in what you have to do. They are not official items and carry no official score.

CELPIP, Task 6 style (Dealing with a Difficult Situation)

Prompt: You work night shifts. Your upstairs neighbour has started renovating and the drilling begins at 7 am every day, including weekends. Talk to your neighbour: explain the problem and suggest a solution.

Answer: "Hi Mark, have you got a minute? First, the kitchen is looking great from what I've seen in the hallway. I wanted to mention something, though. I work nights at the hospital, so I sleep from about eight until two, and the drilling at seven has meant I haven't slept properly all week. I'm not asking you to stop, of course. Would it be possible to start the noisy work after eleven on weekdays, and keep weekends for the quieter jobs like painting? If there's a day you really need an early start, just text me the night before and I'll sleep at my sister's. Does that sound workable?"

What it shows: a friendly opener, the problem with a reason, a specific suggestion and a fallback, and a question that hands the decision back. That is Task Fulfillment and tone, the things CELPIP raters mark.

IELTS, Part 3 style (discussion)

Examiner: Should there be rules about when people can do noisy work in their homes?

Answer: "I think there should be some limits, yes, mainly in apartment buildings, where one family's renovation affects twenty others. A sensible rule would be no drilling before nine or after six, and less on Sundays. That said, I wouldn't want it to be too strict, because people do have to repair things, and for some, the weekend is the only time they can. So I'd say clear hours, and then neighbours sorting out the details between themselves."

What it shows: a general, balanced view rather than a personal request. The examiner may then ask "Who should enforce that?" and you extend again.

PTE Core, Respond to a Situation style

Prompt (read and heard): You have just moved into an apartment. Your upstairs neighbour starts renovation work at 7 am every day, including Sundays. You meet the neighbour in the lobby. What would you say? (20 seconds to prepare, 40 to speak.)

Answer: "Good morning, I'm Priya from the apartment below yours. I hope the renovation is going well. I just wanted to ask whether the drilling could start a little later, maybe after nine, especially on Sundays, because the noise wakes my children very early. I'd really appreciate it. Thank you, and do let me know if you ever need anything from us."

What it shows: a short, polite, complete reply delivered without hesitation; appropriacy, fluency and pronunciation are what is scored.

If the CELPIP answer feels natural to you and the 40-second version feels rushed, that tells you something. If the opposite, that tells you something too.

Which is easier? An honest answer

No test body publishes data that compares how Canadian applicants score on CELPIP, IELTS and PTE Core, and IRCC's position is that the three are equivalent at each CLB level. Forum threads that say one is "easier" are personal accounts, and they usually describe which format suited that person. What you can say from official facts:

  • The target profile differs. IELTS asks for more in Listening than in the other skills at CLB 8 and above; PTE Core's top Writing bands are narrow; CELPIP asks for the same level in every component.
  • The Speaking format differs. A human conversation, a recorded set of everyday tasks marked by humans, or short recorded items marked by a machine. Each suits different people.
  • Speed differs a little. IELTS on computer usually 1 to 2 days, PTE Core typically 2, CELPIP 2 to 4 business days.
  • Price differs. In India, CELPIP's listed sitting price is INR 3,500 below IELTS. The CELPIP date table shows no tax line, so check the payment screen for GST before you count the saving.
  • Resit options differ. None of the three lets you resit one skill for Express Entry.

The honest answer is that the easier test is the one whose Speaking format you have practised under real timing. Take the free official practice for at least two of them before you book. The comparison of PTE and IELTS for study and Australia, a different decision, is on our PTE vs IELTS page.

Who should pick which

Our judgement, built on the official facts above. Treat it as a starting point and confirm it with a timed practice test.

If this is youLean towardsWhy
You speak well in conversation but freeze when someone watches youCELPIP or PTE CoreNo examiner in either; CELPIP gives longer turns, PTE Core shorter ones.
You need a listener's reaction to warm up and you speak at length naturallyIELTS General TrainingA real conversation; the examiner can rephrase and follow up.
Your Listening is weaker than your Speaking and you need CLB 9Compare CELPIP and PTE Core firstIELTS asks for 8.0 in Listening for CLB 9, a full band above its Speaking target.
You read aloud smoothly, start fast and stay fluent with 20 seconds of preparationPTE CoreShort, timed, one-take items reward exactly that.
You plan well but need time to develop ideasCELPIPEach task gives preparation time and a longer turn, and raters reward developed ideas.
You may apply to Australia as well as CanadaCELPIP-General or IELTS General Trainingcelpip.ca lists Home Affairs approval and ielts.org names Australia for General Training; Pearson keeps PTE Core for Canada only.
You live in the UAE, the Philippines or NigeriaCheck centres for all threecelpip.ca date tables (21 October 2026) listed AED 1,100 to 1,200 at UAE centres, PHP 10,000 in Manila and NGN 229,000 in Nigeria per CELPIP-General sitting.
You are a nurse planning to register in CanadaCheck the nursing regulator firstRegistration has its own English rules, separate from IRCC. Do not assume one test covers both.

In our judgement, the habits that most often cost Punjabi, Hindi and Gujarati speakers marks in recorded Speaking (CELPIP and PTE Core alike) are rhythm, v and w, and statements that end on a rise; see our CELPIP page for Punjabi, Hindi and Gujarati speakers. For Tagalog and Nigerian English speakers, we would look at pace and fully developed answers first; see the page for Filipino and Nigerian candidates.

For citizenship: CELPIP LS, IELTS or PTE Core

If you are 18 to 54, IRCC needs proof of CLB 4 or higher in speaking and listening. From the IRCC citizenship language proof page:

TestListeningSpeakingNotes
CELPIP-General or CELPIP-General LS4 or higher4 or higherLS takes about 1 hour 10 minutes; CAD 199 plus applicable taxes in Canada (celpip.ca citizenship page)
IELTS General Training4.5 or higher4.0 or higherIELTS Academic is not accepted for citizenship
PTE Core28 or higher42 or higherFull four-skill test

CELPIP-General LS is the only two-skill test of the three, so it is the shortest sitting. Before you book anything, check your permanent residence file: IRCC's step 2 page says that if you submitted CELPIP-General, IELTS General Training or PTE Core results with your PR application and they meet these levels, you include a copy "even if they're expired".

Resits, and the One Skill Retake trap

IELTS offers a One Skill Retake: per ielts.org you can book and sit one skill again within 60 days of a full IELTS on computer test, once per original test, and IDP India lists it at INR 12,650. It is a good product for study abroad. For Express Entry it does not count: IRCC's page says "We don't accept IELTS One Skill Retake for Express Entry". A Speaking band short of your target means a full IELTS General Training test again.

CELPIP has no single-skill resit either. Its retake policy, on the CELPIP overview page, limits you to one test session within five calendar days, and you can request a re-evaluation of any component within six months (fee refunded if the level changes). Cancelling at least seven calendar days before the test refunds 50 per cent; transferring at least seven days before costs CAD 50 plus applicable taxes. PTE Core is also a full-test resit; we did not find a single-skill option on Pearson's PTE Core pages.

Worked example (our arithmetic): two sittings in IndiaCost of the two tests
CELPIP-General twice2 x INR 15,500 = INR 31,000, plus any GST at payment
IELTS General Training twice2 x INR 19,000 = INR 38,000
IELTS once plus a One Skill RetakeINR 31,650, but the retake score cannot be used for Express Entry

The cheapest sitting is the one you only take once. Book when your timed practice is at target, not when you hope it will be.

A one-week fit test before you book

Twenty to forty minutes a day. The aim is to find out which Speaking format you perform best in, with evidence rather than forum opinions.

Frequently Asked Questions

Is CELPIP easier than IELTS for Canada PR?

Neither is officially easier: IRCC converts both to the same CLB levels, and no test body publishes comparable pass data for Canadian applicants. What differs is the format. CELPIP Speaking is eight recorded tasks with no examiner; IELTS Speaking is a face-to-face interview. IELTS also asks for a higher band in Listening (8.0 for CLB 9) than in the other skills (7.0), while CELPIP asks for 9 in every component.

Do CELPIP, IELTS and PTE Core give the same CRS points?

Yes, at the same CLB level. The Comprehensive Ranking System awards points per CLB level in each ability, and IRCC publishes the score on each test that equals each CLB level. CELPIP 9, IELTS General Training 7.0 in Speaking and PTE Core 84 to 88 in Speaking are all CLB 9 in Speaking and earn the same points.

Can I use IELTS Academic or PTE Academic for Express Entry?

No. IRCC's language test page says you must take the IELTS General Training option and the PTE Core option, and the CELPIP-General test for CELPIP. Pearson says PTE Academic is the version for study in Canada, while PTE Core is for Canadian permanent residence and citizenship. For citizenship, IRCC also says it accepts only IELTS General Training.

Can I use the IELTS One Skill Retake for Express Entry?

No. IRCC states plainly: "We don't accept IELTS One Skill Retake for Express Entry." If your IELTS Speaking band is short of your CLB target, the Express Entry fix is a full new IELTS General Training test, not a Speaking-only retake, even though the retake costs less (INR 12,650 against INR 19,000 on the IDP India fee page).

Which test gives results fastest?

On the official pages: IELTS on computer results usually come within 1 to 2 days (ielts.org), PTE Core results typically in 2 days (pearsonpte.com, "typically in 48 hours"), and CELPIP results within 2 to 4 business days (celpip.ca). If your Express Entry profile deadline is days away, check booking availability too, because the soonest seat often matters more than the results time.

Is CELPIP cheaper than IELTS in India?

On the listed prices, yes. celpip.ca's India date table showed INR 15,500 for each CELPIP-General sitting when we read it on 21 October 2026, with no tax line, and IDP India lists IELTS General Training at INR 19,000. Check the CELPIP payment screen for GST before you budget. We could not read a static PTE Core fee for India this week; use Pearson's price finder.

Is PTE Core accepted for Canadian citizenship?

Yes. IRCC's citizenship page accepts PTE Core with 28 or higher in listening and 42 or higher in speaking. It also accepts CELPIP-General or CELPIP-General LS at level 4 or higher in listening and speaking, and IELTS General Training at 4.0 in speaking and 4.5 in listening. Citizenship needs these only if you are 18 to 54.

Can I use CELPIP or PTE Core for an Australian visa as well?

celpip.ca says CELPIP-General is approved by the Australian Department of Home Affairs and publishes a table of the CELPIP levels needed for Competent, Proficient and Superior English. ielts.org says to choose IELTS General Training if you wish to migrate to an English-speaking country such as Australia or Canada. Pearson describes PTE Core as used just for Canadian permanent residence and citizenship, and points Australian migration to PTE Academic. So of these three versions, CELPIP-General and IELTS General Training can serve both countries and PTE Core cannot. Confirm the score rule for your visa with Home Affairs before you book.
