VSTEP
Vietnam’s VSTEP.3-5 English test explained: the 12-minute Speaking test in three parts, the 0 to 10 scale (4.0 B1, 6.0 B2, 8.5 C1), ULIS dates and fee, results, and a six-week B2 plan.
VSTEP.3-5 is Vietnam’s standardised English test for Levels 3 to 5 of the six-level framework for Vietnam, which are B1, B2 and C1. ULIS, Vietnam National University, Hanoi, runs the official VSTEP site and lists ten sittings for 2026; other licensed universities hold it too. It tests four skills: Listening (about 40 minutes), Reading (60), Writing (60) and Speaking, 12 minutes in three parts: social interaction, solution discussion and topic development. There is one test, not one per level. Your final score out of 10, the average of the four skills, decides the level: 4.0 is B1, 6.0 is B2 and 8.5 is C1, per the ULIS scores page. Students sit it for their university’s graduation standard (chuẩn đầu ra), master’s applicants for the Level 3 entry rule, and public-sector candidates when a recruitment notice asks for it. The thing people get wrong is timing. ULIS closes registration 9 or 10 days before each sitting, a session can fill early, and the certificate comes 14 working days after the test. Count back from your deadline and register first, then prepare.

The Speaking test, exactly
VSTEP.3-5 has four skills and Speaking comes last. Per the ULIS format page: Listening takes about 40 minutes (3 parts, 35 multiple-choice questions), Reading 60 minutes (4 passages, 40 questions), Writing 60 minutes (a letter or email of at least 120 words for one third of the mark and an essay of at least 250 words for two thirds) and Speaking 12 minutes in three parts. ULIS’s guide to the computer test runs them in that order.
| Part | What you do (ULIS) | What it tests | Our practice timer |
|---|---|---|---|
| Part 1: Social interaction | Answer 3 to 6 questions on 2 different topics | Everyday interaction: direct answers with a reason | 3 minutes |
| Part 2: Solution discussion | A situation with three suggested solutions. Say which is best and, as the Vietnamese format PDF puts it, argue against the other two | Discussing and justifying a choice | 1 minute to plan, 3 to talk |
| Part 3: Topic development | A talk on a topic, using the ideas given or your own, then follow-up questions on the topic | Presenting and extending a topic | 1 to plan, about 3 to talk, about 1 for follow-ups |
At ULIS the whole test is taken on a computer. Its step-by-step guide says each Speaking part plays an audio introduction, gives you time to read and prepare, then switches on the microphone and records you, with the time for each part shown on screen. The format page does not split the 12 minutes by part, so the timer column is our practice split, not an official one. You speak to a microphone, not to a person, so nobody rescues a silence, and the guide asks you to speak loudly enough for the volume bar to rise. Other licensed universities organise their own sittings; check how your centre runs Speaking before you book. Each part has its own guide: Part 1, Part 2 and Part 3. ULIS’s site also has a separate page called VSTEP Apple, Green Level; this module covers VSTEP.3-5 only.
The 0 to 10 scale: 4.0, 6.0 and 8.5
One test covers three levels, and your final score out of 10 decides which one you get, per the ULIS scores and levels page:
| Final score | Level (Vietnam) | CEFR | What ULIS says the level can do (shortened) |
|---|---|---|---|
| 0 to 3.5 | None | None | No level is awarded |
| 4.0 to 5.5 | Level 3 | B1 | Understand the main ideas of standard talk on familiar topics, handle most everyday situations, write basic texts, describe experiences with short explanations |
| 6.0 to 8.0 | Level 4 | B2 | Understand main ideas on concrete and abstract topics, including your own field; communicate fluently with native speakers without obstacles; write on varied topics with examples |
| 8.5 to 10 | Level 5 | C1 | Understand complex texts, use the language spontaneously and flexibly for academic, social and professional purposes, write coherent detailed texts on complex issues |
The ULIS conversion table calls the final score the average (điểm TB) of the skills. ULIS does not publish its rounding rule or a raw-mark conversion on the pages we read, so anyone telling you "you need so many correct answers for B2" is estimating. Two things follow. A strong skill can carry a weak one: Listening 6.5, Reading 7.0, Writing 5.5 and Speaking 5.0 average exactly 6.0. And an average just under 6.0 depends on a rule you cannot see, so aim for a clean 6.0. If a result looks wrong, the re-mark form on the ULIS portal lets you choose which skills to re-mark, at 800,000 VND per request, within 3 days of the results.
Who needs B1, B2 or C1
Three groups sit VSTEP, and each should check a different document before booking.
University students (chuẩn đầu ra). Your university sets the English level you need to graduate and the certificates it accepts, often Level 3 (B1) or Level 4 (B2) depending on the programme. Read your own faculty’s regulation rather than a summary on a prep site; it also tells you how recent the certificate must be and whether a VSTEP certificate from another licensed university counts.
Master’s applicants and students. MOET’s master’s regulation, Circular 23/2021/TT-BGDĐT, asks applicants for Level 3 (B1) or above, Level 4 (B2) for programmes taught in a foreign language, and Level 4 before graduation. Its annex lists equivalents for master’s purposes only: IELTS 4.0 to 5.0 for Level 3 and 5.5 to 6.5 for Level 4; TOEFL iBT 30 to 45 and 46 to 93. Your university’s admission notice is the final word, so read it too.
Public-sector candidates. Language rules for civil servants and public employees are set by the recruiting body and have changed over the years. We did not verify a national rule this week, so take the level from your recruitment notice.
If a notice asks for Level 5 (C1), you need 8.5 on the same test; there is no separate C1 paper to book. Whether IELTS or TOEIC would serve you better depends on what the certificate is for, which the comparison page works through.
At ULIS: dates, fee, registration and results
ULIS’s 2026 administration plan lists ten sittings, all on Saturdays. Two are left: 14 November 2026, with registration and payment from 14 October to 23:59 on Wednesday 4 November, and 12 December 2026, with registration from 12 November to 2 December. The 2027 plan was not published when we checked on 21 October 2026; the 2026 plan came out on 15 December 2025.
The ULIS fee is 1,800,000 VND, per the 14 November notice, paid by bank transfer after you fill in the online form with a portrait photo and both sides of your CCCD or passport. Registration counts only once the fee has arrived. Two rules catch people out: a session needs at least 100 registered candidates or it moves to the next date, and the system stops taking forms once a session is full. If you withdraw at least 10 days before the test, ULIS refunds half the fee; after that, nothing.
After the test, results appear on the ULIS portal 3 to 5 days later, and the certificate is ready 14 working days after the test, not counting holidays and weekends. A fee of 1,200,000 VND or more means you do not register separately for the certificate. Employers and universities can check a ULIS certificate on its verification page, which covers tests held since 1 January 2017; ULIS says the online data is for reference and issues written confirmation on request. Other licensed universities set their own dates and fees, which we do not quote here; the dates and fees page explains how to check them, and the dates block on this page updates weekly.
Where Vietnamese speakers lose Speaking marks
VSTEP is a Vietnamese test sat in Vietnam, mostly by Vietnamese speakers, so the Speaking habits that cost marks are predictable, and they come from the way Vietnamese builds a syllable. Final consonants are dropped or swallowed, and with them the -s and -ed endings that carry plurals and past tenses. Consonant clusters such as "str" and "-sts" get an extra vowel or lose a consonant. The th of "think" is read like the Vietnamese th. Regional habits add their own pairs: sh and s or tr and ch in the north, l and n for some speakers in parts of the northern delta, final n and ng or t and k in the south and much of the centre. Tones get carried onto English syllables in place of word stress, and statements rise at the end. Add missing articles, present tense for the past and one-sentence answers, and in our judgement a B2 answer can sound like B1 on the recording. Pronunciation is one of the five Speaking criteria in the ULIS criteria summary, with grammar, vocabulary, fluency, and content and organisation, and it names clear sounds, word stress, sentence stress and intonation. Each habit has a fix and a ten-minute drill on the pronunciation and grammar page, and the six-week plan works through them in order.
Six weeks to VSTEP B2 (6.0)
Six weeks, six days a week, 45 to 60 minutes a day. Speaking comes first every day, because the 12-minute recorded test rewards habits you can only build by talking, not by reading about talking. Listening, Reading and Writing rotate so that each gets timed practice before the full mock in week 5. Start on a Monday six weeks before your sitting: for the 12 December 2026 test at ULIS that is Monday 2 November, and registration (12 November to 2 December) falls in weeks 2 to 5. The six-week plan page explains every week and what to cut if you have less time.
Week 1: Diagnose
Finish the week with a baseline in all four skills, one recorded 12-minute Speaking test, and your sitting and registration dates in your calendar.
- 45 min: Read the scale page. On one card write: Listening about 40 min, Reading 60, Writing 60, Speaking 12 in three parts; B2 is an average of 6.0 to 8.0. Then answer the six Part 1 questions of bank task p1-01 (Your hometown; Free time) aloud, recorded. the 0 to 10 scale
- 60 min: Speaking warm-up, 10 minutes: bank task p1-02 (Your studies; Mornings). Then one Listening practice test, about 40 minutes, played once, no pausing. Write your raw mark out of 35; the ULIS pages we read publish no raw-to-score table, so the raw mark is your baseline. ULIS format and sample test
- 60 min: Speaking warm-up: bank task p1-03 (Food; Weather and seasons). Then one Reading practice test: four passages, 40 questions, 60 minutes including transfer time. Write the raw mark out of 40 next to yesterday’s. ULIS format and sample test
- 60 min: Speaking warm-up: Part 2 task p2-01 (Where should a new student live?). Then Writing: a Task 1 letter of at least 120 words in 20 minutes and a Task 2 essay of at least 250 words in 40. Task 2 carries two thirds of the Writing mark, so it gets two thirds of the time (our split). six-week plan
- 45 min: Full Speaking baseline: one Part 1, one Part 2 and one Part 3 from the practice bank, back to back on a 12-minute timer (our practice split: 3, 4 and 5 minutes), recorded. Do not restart, however it goes; this recording is your week-1 benchmark. Speaking practice bank
- 45 min: Listen back to yesterday’s recording with the checklist on the pronunciation page. Circle the two habits you hear most. Then put your sitting date, the day registration opens and the day it closes into your phone. pronunciation checklist
Week 2: Part 1, final sounds, registration
Answer any Part 1 question in two or three sentences, say final consonants and -s and -ed endings, and register the day registration opens.
- 45 min: Read the Part 1 page. Then bank task p1-04 (Getting around; Mobile phones): every answer is a direct answer, a reason and one detail, then stop. Record and count your sentences per answer. Part 1 guide
- 45 min: Final sounds: the past tense -ed read-aloud drill, slowly, then at normal speed. Then bank task p1-05 (Tết and holidays; Family), which pushes you into the past tense. Listen for every -ed you dropped. -ed endings drill
- 60 min: Reading: one passage and its questions in 15 minutes, a quarter of the 60 minutes for four passages (our split). Mark every miss as vocabulary, detail or inference. Then 10 minutes of Part 1 with bank task p1-06 (Reading; Music). ULIS format page
- 30 min: Registration day. In the 2026 ULIS plan, registration opened about four weeks before each sitting and closed 9 or 10 days before; the system can also stop once a session is full. Register at the dangky portal with a recent portrait photo and both sides of your CCCD or passport, then pay by bank transfer. Then bank task p1-07. dates, fee and registration
- 60 min: Listening: a second practice test, about 40 minutes, played once. Compare the raw mark with week 1. Then bank task p1-08 (Sport and exercise; Your neighbourhood), recorded. Part 1 guide
- 45 min: Plural and third-person -s drill aloud, then a full Part 1 (bank task p1-09, six questions in 3 minutes). Play it next to your week-1 recording and count the final consonants you now say. -s endings drill
Week 3: Part 2 and Writing Task 1
Pick one of three solutions and argue against the other two in four clear moves, write a 120-word letter in 20 minutes, and fix clusters and th.
- 45 min: Read the Part 2 page. Then bank task p2-02 (How should the class spend its prize money?) with the four moves: the situation in one line, the option you reject and why, the second option you reject and why, your choice and its benefit. Record. Part 2 guide
- 45 min: Consonant clusters: the final-cluster read-aloud drill (texts, asked, months). Then bank task p2-03 (How can Minh improve his speaking in three months?), one minute to plan, up to three to talk. final clusters drill
- 60 min: Writing Task 1: a letter or email of at least 120 words in 20 minutes. Check that you answered every point in the prompt. Then 10 minutes of Part 2 with bank task p2-04 (How should Mr Hùng travel to his new job?). ULIS format page
- 45 min: th drill: think, three, thousand, both, then the voiced set (this, they, other). Then bank task p2-05 (How should Thảo spend six free weeks in summer?), recorded. th drill
- 60 min: Reading: two passages and their questions in 30 minutes. Then bank task p2-06 (How can a family cut its plastic waste?). Use two comparison linkers you have not used before. Part 2 linkers
- 45 min: Role-play with the TalkDrill AI as the examiner: give your Part 2 answer to p2-07 (How should a stressed student prepare for finals?) and ask the AI to push back on your choice twice. Defend it without repeating yourself. AI role-play
Week 4: Part 3 and Writing Task 2
Talk for about three minutes from a mind map and handle the follow-up questions, write a 250-word essay in 40 minutes, and fix stress and intonation.
- 45 min: Read the Part 3 page. Then bank task p3-01 (Reading books brings many benefits): one minute to plan on a three-branch mind map, about three minutes to talk, then answer the follow-up. Record. Part 3 guide
- 45 min: Intonation: read the practice sentences aloud, falling at the end of every statement and rising only on yes or no questions. Then bank task p3-02 (Learning a foreign language at university is essential) with falling statements. intonation practice sentences
- 60 min: Writing Task 2: an essay of at least 250 words in 40 minutes, with your own examples. Then 10 minutes of Part 3 on bank task p3-03 (Social media has negative effects on teenagers). ULIS format page
- 60 min: Listening: a full practice test, about 40 minutes, played once. Then bank task p3-04 (Living in a big city), recorded. Part 3 guide
- 45 min: Word stress: the stress-shift read-aloud drill (photograph, photography, economy, economic). Then bank task p3-05 (Students should work part-time while studying), one strong syllable per content word. stress-shift drill
- 45 min: First full Speaking mock since week 1: one Part 1, one Part 2 and one Part 3 you have not done, 12 minutes, no pause, recorded. Play it next to the week-1 recording. Speaking practice bank
Week 5: Full mock and the decision
Sit all four skills under exam time once, work out your average, and decide before the refund cut-off whether to sit this time.
- 60 min: Mock, part A: Listening (about 40 minutes, once through) and then the Speaking test (12 minutes) with bank tasks p1-10, p2-08 and p3-06, recorded, no pause between them. Speaking practice bank
- 70 min: Mock, part B: Reading, four passages, 60 minutes including transfer time. Then the decision checkpoint: ULIS refunds half the fee only if you withdraw at least 10 days before the test (for 12 December, decide by Tuesday 1 December). If your Listening, Reading and Speaking are still near their week-1 level, think about a later sitting now, not after the cut-off. withdrawal and refund rule
- 60 min: Mock, part C: Writing, 60 minutes for both tasks. Then listen to your Speaking recording from Monday’s mock and mark it against the five ULIS Speaking criteria, using the checklist on the six-week plan page. five-criteria checklist
- 45 min: Score the mock. Estimate each skill out of 10 and take the average: four skills of 6.5, 7.0, 5.5 and 5.0 average exactly 6.0, which is B2. Aim for a clean 6.0 or above, because ULIS does not publish its rounding rule. Then 10 minutes of Part 2 (p2-09). how the average works
- 45 min: Weakest-skill day: give the whole session to the skill the mock put lowest. If it is Speaking, do Part 3 task p3-07 with the AI asking three follow-up questions. AI role-play
- 45 min: Read the results page so you know where results appear, the 3-day re-mark window and the 800,000 VND re-mark fee. Then Part 2 task p2-10 (Which first job should Ngọc accept?), recorded. results and certificates
Week 6: Taper and test day
Keep speaking every day but lighter, check your candidate number and room three days before, and arrive with the ID you registered with.
- 40 min: Part 3 task p3-08 (Tourism brings benefits to local communities) with the AI asking follow-up questions, then one Part 2 you choose. Recorded. AI role-play
- 40 min: Reading: two passages in 30 minutes. Then 10 minutes of read-aloud on your two circled habits from week 1. read-aloud practice
- 30 min: Writing: plan three Task 2 essays in 10 minutes each, outline only (position, two reasons, one example each). Then Part 1 task p1-10 aloud. six-week plan
- 30 min: Candidate number and room: ULIS posts them three days before the test. Check yours, plan the route to Building B3, and put the ID you registered with in your bag. Then one Part 3 (p3-09), lightly. ULIS VSTEP site
- 20 min: Light day: one full Part 1 (six questions, 3 minutes) and then listen to your best recording from weeks 4 and 5, so the last voice in your head is your good one. Speaking practice bank
- 15 min: Test day. Five minutes of Part 1 answers aloud before you leave, slow and with every final consonant. After the test, results come 3 to 5 days later on the ULIS portal (Tra cứu điểm thi). ULIS results portal
30 VSTEP Speaking tasks: 10 for each part, with B2 model answers
Ten tasks for each of the three parts, written by TalkDrill in the shape the ULIS format page describes. Each task starts with the Vietnamese instruction line as the official format PDF words it, then the task in English and a practice timer (our split of the official 12 minutes, not an official one). The counterpart is the follow-up line, so a study partner can play the examiner. Record your answer first, then read the B2 model, then the note, which names the official criterion the task leans on most. ULIS lists five for Speaking: grammar, vocabulary, pronunciation, fluency, and content and organisation (bố cục nội dung). The models are one good route through each task, not scripts: an answer you memorised sounds memorised, and it rarely fits the question you actually get.
Part 1
Your hometown; Free time
Phần 1: Tương tác xã hội. Thí sinh trả lời 3-6 câu hỏi về 2 chủ đề khác nhau. Part 1, Social interaction. Answer six questions on two topics. Topic 1: Your hometown 1. Where is your hometown, and what is it known for? 2. What do you like most about living there? 3. How has your hometown changed in the last few years? Topic 2: Free time 4. What do you usually do in your free time? 5. Do you prefer to spend your free time alone or with other people? Why? 6. Is there a new hobby you would like to try? Practice timer: 3 minutes for all six answers, about 25 seconds each (TalkDrill split).
Examiner note: Content and organisation (relevance), and fluency. Each answer needs a direct answer plus one reason or detail, two or three sentences, then stop. The usual loss on this set is question 3: candidates answer "how has it changed" in the present simple ("It have more shops"), so the change never sounds like a change. Use "has become", "there are now", "used to be".
Part 1
Your studies; Mornings
Phần 1: Tương tác xã hội. Thí sinh trả lời 3-6 câu hỏi về 2 chủ đề khác nhau. Part 1, Social interaction. Answer six questions on two topics. Topic 1: Your studies 1. What do you study, and why did you choose it? 2. What is the most difficult part of your course? 3. What do you plan to do after you graduate? Topic 2: Mornings 4. What time do you usually get up? 5. What do you normally have for breakfast? 6. Is it better to study in the morning or at night? Why? Practice timer: 3 minutes for all six answers, about 25 seconds each (TalkDrill split).
Examiner note: Grammar (range of structures). This set asks for three time frames: the past simple for a decision (question 1), the present simple for routines (4 and 5) and future forms for plans (3). The usual loss is one tense for everything. At B2 the marker listens for "I chose", "I hope to" and "I would like to" used correctly without stopping to think.
Part 1
Food; Weather and seasons
Phần 1: Tương tác xã hội. Thí sinh trả lời 3-6 câu hỏi về 2 chủ đề khác nhau. Part 1, Social interaction. Answer six questions on two topics. Topic 1: Food 1. What is your favourite dish, and why? 2. Do you often cook at home? 3. Do young people eat more fast food than before? Topic 2: Weather and seasons 4. What is the weather like where you live at this time of year? 5. Which season do you like best? 6. How does the weather affect what you do? Practice timer: 3 minutes for all six answers, about 25 seconds each (TalkDrill split).
Examiner note: Vocabulary (range of topic words). Food and weather are where B1 and B2 sound most different: B1 says "delicious" and "hot", B2 says "grilled", "fresh", "heavy rain", "a relief". The usual loss is naming the dish and stopping. Name it, then describe the taste, the texture or a memory in English.
Part 1
Getting around; Mobile phones
Phần 1: Tương tác xã hội. Thí sinh trả lời 3-6 câu hỏi về 2 chủ đề khác nhau. Part 1, Social interaction. Answer six questions on two topics. Topic 1: Getting around 1. How do you usually travel to school or work? 2. What are the main traffic problems where you live? 3. Would you like to use public transport more often? Why or why not? Topic 2: Mobile phones 4. How much time do you spend on your phone each day? 5. What do you mainly use your phone for? 6. At what age should children have their own phone? Practice timer: 3 minutes for all six answers, about 25 seconds each (TalkDrill split).
Examiner note: Fluency. Question 6 is an opinion question hidden inside Part 1, and it is where candidates freeze. Give the opinion in the first sentence, then one reason. The usual loss is a long silence while you search for the perfect age: any reasonable answer with a reason scores better than a perfect answer that arrives late.
