The two dated rules, and the one that is still a rumour
"Is the B1 test changing?" has two true answers and one false one. True: from 8 January 2026, anyone applying for a Skilled Worker, High Potential Individual or Scale-up visa for the first time needs B2 in reading, writing, speaking and listening, not B1. That is in force now, per the explanatory memorandum to HC 1333 and the GOV.UK Skilled Worker guide. Also true: from 26 March 2027, most people applying for settlement (indefinite leave to remain) will need a B2 speaking and listening pass instead of B1, per Trinity College London's SELT page and the 26 March 2027 wording in Appendix English Language. False, or at least unannounced: that the first partner visa, the extension or British citizenship have moved. On every official page we read on 21 October 2026 they are still A1, A2 and B1.
| Rule | From | Who | Old level | New level | Source |
|---|---|---|---|---|---|
| Work routes | 8 January 2026 (in force) | First grants of Skilled Worker, High Potential Individual, Scale-up; switching in from another visa | B1, four skills | B2, four skills | HC 1333 explanatory memorandum paras 5.22 and 5.23; GOV.UK Skilled Worker guide |
| Settlement | 26 March 2027 (announced) | Most settlement applicants | B1 speaking and listening | B2 speaking and listening | Trinity SELT page; Appendix English Language EL 1.1(d) |
| Partner, first visa | No change found | Partner and parent route | A1 | A1 | GOV.UK family visa guide |
| Partner, extension | No change found | Partner and parent route at 2.5 years | A2 | A2 | GOV.UK family visa guide |
| Citizenship | No change found | Naturalisation | B1 | B1 | GOV.UK english-language guide |
Why the confusion? The two rules take effect about fifteen months apart, both say "B2", and it is easy to merge them into "the English test is now B2". They are different tests for different people. If you are on the family route, the first rule does not touch you. If you are a Skilled Worker extending a visa granted in 2024, neither rule touches you yet. Our which test do I need page maps every route; this page explains the two changes in depth.
Rule one: B2 four skills for new work grants since 8 January 2026
The Statement of Changes HC 1333 was laid on 14 October 2025. Its explanatory memorandum, paragraph 5.22, says: "The English language requirement for the Skilled Worker, High Potential Individual and Scale-up routes is increased from B1 Level to B2 Level (as defined under the Common European Framework for Reference for Languages (CEFR))." Paragraph 5.23 sets the date and the carve-out: "The new requirements will apply to those seeking an initial grant of leave in a relevant route following the implementation of these provisions on 8 January 2026. Those who have already obtained a permission where they were required to show a B1 level, will continue to be subject to a B1 level requirement where they are seeking an extension on the same route."
The GOV.UK Skilled Worker guide now says it in applicant language: "You must prove you can read, write, speak and understand English to at least level B2 on the Common European Framework of Reference for Languages (CEFR) scale." Then: "If you had this visa before 8 January 2026 and you're applying to extend or update it, you need level B1 English." And: "If you're applying to switch from a different visa, you need level B2." So three groups:
| Your situation | Level | Skills | Why |
|---|---|---|---|
| Applying for Skilled Worker, HPI or Scale-up for the first time, on or after 8 January 2026 | B2 | Four | HC 1333 para 5.23: "initial grant of leave" |
| Switching into Skilled Worker from a Student, Graduate, partner or other visa | B2 | Four | GOV.UK: "If you're applying to switch from a different visa, you need level B2" |
| Extending or updating a Skilled Worker visa held before 8 January 2026 | B1 | Four | GOV.UK and HC 1333 para 5.23 |
| Health and Care Worker | Check the route page | Four | Trinity's UKVI table lists ISE II (B2) for Health and Care Worker; the HC 1333 paragraph names Skilled Worker, HPI and Scale-up |
Health and Care Worker is a Skilled Worker sub-route in the Immigration Rules, which is why Trinity and Skills for English both list B2 for it. If you are a nurse or care worker making a first application in 2026 or later, check the GOV.UK Health and Care Worker page on the day you book, and remember that the GOV.UK Skilled Worker guide exempts you from a SELT if you have "already passed an English Language assessment that is accepted by the relevant regulated professional body" (doctors, dentists, nurses, midwives and vets). On that wording, an English test result the NMC accepted for registration does that job. Our OET guide covers the NMC route.
What a B2 four-skills pass means in each test, per the providers: IELTS for UKVI "at least an IELTS score of 5.5 in all four components" (ielts.org); Trinity ISE II, GBP 200 (Trinity SELT page); Skills for English UKVI B2, 175 or 190 minutes depending on the route, computer-based (skillsforenglish.com, which also carries the line "B2 (from 8 January for first applications; previously B1)"); PTE Academic UKVI and LanguageCert General or Academic SELT at the B2 band. Skills for English is only available outside the UK and Trinity only inside it, per the GOV.UK SELT provider lists.
Rule two: B2 speaking and listening for most settlement from 26 March 2027
Trinity College London's SELT page states: "From 26 March 2027, most people applying for Indefinite Leave to Remain (settlement) will need to pass a B2 Speaking & Listening test." Its UKVI page carries the same notice above a route table that still lists Grade 5 (B1) for indefinite leave to remain and British citizenship today, and its Grade 5 page repeats the warning under the current B1 test.
The rule text that corroborates the date is already in Appendix English Language, updated 8 October 2026. EL 1.1(d) is the fifteen-year exemption at settlement for partners, parents and dependent children over 18 who have spent fifteen continuous years in the UK with permission. It requires an A2 speaking and listening qualification (or ESOL Entry Level 2, or SCQF level 3) plus a teacher's confirmation of at least 75 guided learning hours in the last twelve months and a statement that the applicant is, in the words of the rule, "unlikely to attain B1 level through further study" for applications before 26 March 2027, and "unlikely to attain B2 level through further study" for applications on or after 26 March 2027. In our reading, the clause only needs to change from B1 to B2 because the main settlement level changes on the same day.
- No GOV.UK guide page (english-language, SELT guidance, family visa) says "settlement needs B2 from 26 March 2027" in plain words as at 21 October 2026.
- Trinity is an approved SELT provider and states the change on its SELT, UKVI and Grade 5 pages; Appendix English Language carries the date and the B2 wording in EL 1.1(d)(iv).
- We re-check both pages weekly and will replace this box with the GOV.UK sentence the day it appears.
Speaking and listening only, still. The settlement route is on the GOV.UK SELT page's speaking and listening list, and Trinity's new test is a "B2 Speaking & Listening" SELT. Nobody on the family or settlement route is being asked to write an essay. The step up is in what you can say and understand, not in the number of papers.
Who keeps B1
| Group | Level after the change | Source |
|---|---|---|
| Settlement from the BN(O) route | B1 speaking and listening | Trinity SELT page: "exempt from this and will continue to need to pass a B1 Speaking & Listening test" |
| Settlement from HM Armed Forces | B1 speaking and listening | Trinity SELT page |
| Settlement from Domestic Worker in a Private Household | B1 speaking and listening | Trinity SELT page |
| Skilled Worker, HPI or Scale-up extension on the same route, permission granted before 8 January 2026 | B1 four skills, normally not re-proved | HC 1333 para 5.23; GOV.UK Skilled Worker guide |
| Settlement applicants who proved English on their current work visa (Skilled Worker, T2 or tier 2, Minister of Religion, Innovator Founder, Scale-up and the other routes GOV.UK lists) | Not re-proved | GOV.UK english-language exemptions page: "you proved your knowledge of English when you applied for your current visa" |
| Anyone who already met the requirement at the level required for the current application in an earlier successful application | Not re-proved | Appendix English Language EL 3.1 |
| Aged 65 or over; long-term physical or mental condition; nationals of the listed countries; degree taught in English | No test needed | GOV.UK exemptions; EL 1.1, EL 4.1, EL 5 |
| Partner and parent route, first visa and extension | A1, then A2 | GOV.UK family visa guide, no change found |
| British citizenship | B1 on every page we read | GOV.UK english-language guide |
One line in that table deserves a second look. EL 3.1 says an applicant meets the requirement if they "have already shown they met the requirement, at the level required for their current application, in a previous successful application". The words "at the level required for their current application" matter. A B1 pass accepted for your first partner visa shows B1, not B2. If settlement needs B2 on the day you apply, EL 3.1 does not carry a B1 pass across. The GOV.UK family visa guide's line "If you pass level B1 or higher, you can use your test result again when you apply for settlement after 5 years" was written for a B1 settlement rule. We cannot tell you how the Home Office will treat it after 26 March 2027, because nothing we read says. Plan for B2 if your date falls after the change. The full exemption list is on the exemptions and alternatives page.
What a B2 speaking and listening test looks like
Only one provider has published a B2 speaking and listening SELT so far: Trinity College London, with GESE Grade 7. Per Trinity's Grade 7 page, the test is "Topic discussion, interactive discussion and conversation with an examiner", 15 minutes, CEFR B2, introduced for some visa journeys from 26 March 2027, with bookings not yet live on 21 October 2026 and a "Trinity GESE Study App: Grade 7 (B2)" due "in late October". Compare Grade 5, per Trinity's Grade 5 page: a prepared Topic plus a Conversation on two subject areas chosen by the examiner, 10 minutes, Topic Form brought to the exam.
| GESE Grade 5 (B1, today) | GESE Grade 7 (B2, needed for most settlement from 26 March 2027) | |
|---|---|---|
| Length | 10 minutes | 15 minutes |
| Parts | Two: Topic, Conversation | Three: Topic discussion, interactive discussion, conversation |
| Prepared element | Yes, Topic Form | Topic discussion (Trinity's page does not describe the form; we will add it when published) |
| New in Grade 7 | The interactive discussion (Trinity's page names it but does not describe it; in our reading of the name, expect to take part in an exchange, not only answer) | |
| Fee | GBP 160 (Grades 2, 3 and 5, per Trinity's SELT page) | Not published on the page we read |
| Results | Provisional by 9am next day, digital certificate in 4 to 7 days (Trinity UKVI page) | Not yet published |
What about the other four providers? On 21 October 2026 the pearsonpte.com PTE Home page lists A1, A2 and B1 only. The selt.languagecert.org page lists ESOL SELT speaking and listening at A1, A2 and B1, and B2 only inside the four-skills General and Academic SELTs. The ielts.org UKVI page lists IELTS Life Skills at A1, A2 and B1. The skillsforenglish.com SELT page lists speaking and listening at A1, A2 and B1 and B2 as a four-skills test. So, today, there is no B2 speaking-and-listening-only product from IELTS, Pearson, LanguageCert or PSI. We expect that to change before March 2027 and will list each test as it is announced; until then, do not pay for a "B2 settlement test" that does not appear on the GOV.UK approved list.
Where B2 is already tested on the four-skills side, the speaking part looks like this: IELTS Speaking has a long turn in Part 2 and a more abstract discussion in Part 3, which in our judgement is the nearest published format to a B2 conversation; our IELTS Speaking guide and Part 3 discussion topics are the nearest practice material we have today. Trinity ISE II also tests speaking at B2, inside a four-skills exam. If you want a B2 result that is useful now and also trains the right muscles, those are the two to look at, but check the route rule first.
B1 to B2 in your own English: what actually changes
Grades and bands aside, this is the practical difference, in TalkDrill's words, drawn from the CEFR descriptors the tests are built on. At B1 you can handle familiar subjects, tell a simple connected story, describe experiences and give brief reasons for an opinion. At B2 you can hold a conversation with a native speaker without strain on either side, argue a point with supporting detail, explain advantages and disadvantages, and understand the main ideas of complex speech on concrete and abstract topics. In a 15-minute examiner conversation the gap shows up in four places.
| Skill | What B1 sounds like | What B2 sounds like |
|---|---|---|
| Opinions | "I think online shopping is good because it is easy." | "On balance I prefer shopping online, mainly because of the time it saves, although I do worry about the effect on the high street." |
| Keeping the talk going | Answers the question, then waits. | Answers, adds a reason or an example, then turns the question back: "Is that something you have noticed as well?" |
| Listening | Understands a direct question; may miss a rephrased or hypothetical one. | Follows "Supposing the council banned cars from the centre, what would happen to small shops?" and answers the hypothesis, not the surface words. |
| Repair | Stops or switches language when a word is missing. | Paraphrases: "the machine that measures your blood, the, how do you say, the monitor". |
Worked example (written by TalkDrill, not a real candidate)
Examiner: "Some people say children spend too long on screens. What do you think?" A B1 answer: "Yes, I think it is true. My son plays games every day. It is not good for his eyes. I tell him to stop." A B2 answer: "I think it depends what they are doing. My son plays games every evening and I do limit that, but he also uses the tablet for his homework and to talk to his grandmother in Lahore, and I would not want to lose that. If anything, the problem is less the time and more that nobody is sitting with him. What is your view, do schools do enough about it?" Same opinion, same family. The second speaker gives a reason on each side, uses a conditional, and hands the turn back. That is the whole distance between Grade 5 and Grade 7.
Decision box: submit before 26 March 2027 with B1, or prepare B2
- 1. Are you exempt? Aged 65 or over, a long-term condition with a doctor's exemption form, a listed nationality, a degree taught in English, or you proved English on your current work visa. If yes, stop: neither date matters. See the exemptions page.
- 2. Are you on BN(O), HM Armed Forces or Domestic Worker? Per Trinity, B1 continues. Book a B1 speaking and listening test when you are ready.
- 3. When do you qualify for settlement? Count from the date on your first visa. If you can submit a complete application before 26 March 2027 with a valid B1 pass (taken within the two years before the application date, per Appendix English Language EL 6.1 and the GOV.UK SELT page), the B1 rule applies to that application. Do not cut it fine: a test booked for 20 March with results in 4 to 7 days is a risk.
- 4. Qualifying after 26 March 2027? Plan for B2 speaking and listening. Trinity's Grade 7 is the only announced test, and its bookings were not open on 21 October 2026; watch for the others. Start B2 practice now, because the jump from B1 to B2 is normally months of use, not weeks of revision.
- 5. Holding an old B1 pass from your first visa? It may be accepted for an application made before 26 March 2027 (the GOV.UK approved-qualifications page allows an expired B1 or higher pass for settlement if it is "on the current list of recognised tests" and "was accepted for another UK immigration application"). After that date, nothing we read says a B1 pass meets a B2 rule. Treat it as not enough.
- 6. Citizenship later? Still B1 on every page we read. A B2 pass covers B1, so a Grade 7 pass taken for settlement will not need repeating, provided it is still valid or was accepted at settlement (GOV.UK approved-qualifications page).
A dated note on dates: the GOV.UK SELT guidance was last updated on 12 October 2026 and Appendix English Language on 8 October 2026. Both are on our weekly re-check list, and the exam dates calendar carries the 26 March 2027 marker. Where this page and a GOV.UK page disagree, GOV.UK wins and we were slow; tell us.
How to prepare for B2 speaking in the time you have
If your settlement date falls after 26 March 2027, the rule changes about five months from the time of writing and your own qualifying date may be later still. Moving from B1 to B2 takes months of daily use with correction, not a fortnight of topic lists, so the time to start is now. In our judgement the order should be:
- Listening first. The B2 listening step is the one most B1 candidates underrate. Ten minutes a day of British radio or a podcast at normal speed, then say back the main point in one sentence. Our podcast guide lists sources by level.
- Opinions with two sides. Every day, one question from the B1 list in our practice bank, answered the B2 way: a view, a reason, the other side, a question back. Record it. Forty-five seconds minimum.
- The interactive discussion. Grade 7 adds a part Trinity calls the interactive discussion; practise leading as well as answering. Practise with the AI mock interview set to open questions about work, family life and the news, and make yourself ask the AI two questions per topic. If it answers something you did not expect, follow it; that is the listening test.
- Fix the sounds that hide your grammar. For Punjabi, Urdu and Hindi speakers, v and w, p and f, and the retroflex t and d; see the first-language page. At B2 an examiner will forgive an accent but not a sentence they had to guess.
- Topic discussion. Choose a topic you can argue about, not only describe: your job and how it is changing, raising children in two cultures, the NHS as a patient. Prepare the points, then practise defending them against a sceptical listener.
If your date is before 26 March 2027 and you are sitting B1, use the two-week roadmap and the Grade 5 topic and questions page, and book early enough for a retake.
Sources, and what we will update
Every date and level on this page comes from one of these, all read on 21 October 2026: the HC 1333 explanatory memorandum (paras 5.22 and 5.23); the GOV.UK Skilled Worker knowledge of English page; Appendix English Language (EL 1.1(d), EL 3.1, EL 6.1); the GOV.UK SELT guidance; the GOV.UK approved qualifications page; Trinity College London's SELT page, UKVI page, Grade 5 page and Grade 7 page; skillsforenglish.com; ielts.org; and pearsonpte.com.
What we will add as soon as it is published: the GOV.UK sentence that states the settlement B2 rule directly; whether citizenship follows; the Grade 7 fee and Topic Form; B2 speaking and listening tests from IELTS, Pearson, LanguageCert and PSI; and any transitional rule for B1 passes accepted before 26 March 2027. The changelog on the UK visa English test hub records each change with its date.
